HAVELSAN command systems for the Royal Navy of Oman
Deal progress
Current status: Contract signed — latest milestone in 2025. Not every deal goes through every stage; a government sale approval, for example, applies only in some supplier countries.
Deal details
The deal covers command and control systems for the Royal Navy of Oman fleet for Oman, supplied by Türkiye; HAVELSAN is listed as the manufacturer. It is classed under naval vessels. The announced quantity is 22 ships, and no value has been disclosed.
The two sides have signed a final contract. The most recent major milestone came in 2025, and completion of deliveries has not yet been announced.
Details: Signed at NAVDEX 2025.
What is Havelsan’s ADVENT system?
ADVENT is a naval combat management and command and control system developed by Turkey’s Havelsan: the software that connects a ship’s sensors to its weapons. It merges data from radars, sonars and electronic warfare equipment into a single tactical picture and helps the operations room crew classify targets, assess threats and assign weapons to them, with decision-support tools.
Havelsan says the design philosophy is to serve a naval force operating as a network rather than a single ship. That is why it adopted an open architecture with scalable modules, so the system can be adapted to surface ships, submarines, airborne platforms and shore-based centres. Havelsan’s experience in the field goes back to the GENESIS system it developed to modernise the Turkish Navy’s Gabya-class frigates.
How it works and what sets it apart
ADVENT supports a wide range of NATO tactical data links, including Link 11, Link 16 and Link 22, along with the SIMPLE, JREAP and VMF protocols. That lets a ship share the air and maritime picture with allied ships, aircraft and command centres, an important point for navies that operate in coalitions or need to link fleets drawn from different suppliers.
In the Turkish Navy the system has completed sea acceptance tests on the corvette TCG Kınalıada, the intelligence ship TCG Ufuk and TCG Beykoz, and is being installed on the corvette TCG Burgazada, the replenishment tanker TCG Derya, the amphibious assault ship TCG Anadolu, the Barbaros-class frigates and the frigate TCG İstanbul. On the export side, Pakistan has chosen it for its corvettes built to Turkey’s MILGEM design, and Ukraine for the Ada-class corvettes Turkey is building for its navy, along with Malaysia and Indonesia, while the system will equip the fast attack craft that Dearsan shipyard is building for Qatar.
